Pulcheria is the Latin feminine from pulcher (beautiful). Saint Pulcheria (398-453 CE) was the Byzantine empress who effectively ruled the Eastern Roman Empire as regent for her brother Theodosius II — convened the Council of Chalcedon in 451.
